This will allow an administrator who has lost control of the board to have a conversation with coin holders, convince them to vote for him, as was the case in b/selfie, when there was a fight for the board, buy more coins and regain control of the board. A competent board administrator will always take the time and "select the votes" of the holders for his candidacy in advance.
